Your Excellency,

Foreign Office, August 19, 1911. WITH reference to your note of the 3rd instant, stating that the United States Government had suggested to the Netherlands Government that the proposed Opium Conference should meet on the 16th October next, I have the honour to inform your Excellency that I understand from the Netherlands Minister that his Government do not consider it practicable to issue invitations for so early a date, but that they contemplate the possibility of the conference meeting in the course of next spring.
